According to the original report from Bloomberg, the Federal Trade Commission has initiated a comprehensive antitrust investigation into Microsoft Corporation, incorporating about a year of conducted informal interviews with Microsoft's competitors about its business practices. The probe encompasses Microsoft's cloud computing services, software licensing practices, cybersecurity offerings, and AI products. The investigation has now culminated in an extensive information request spanning hundreds of pages. FTC chair Lina Khan has authorized this demand for documents, signaling a serious escalation in the agency's oversight of the company. A key focus of the investigation is Microsoft's practice of bundling its popular Office productivity suite and security software with its cloud services.

Critics, including companies like Slack and Zoom, argue that Microsoft's strategy of including Teams video-conferencing software free with Word and Excel creates an unfair competitive advantage. The probe has gained momentum following several cybersecurity incidents involving Microsoft's products. As a major government contractor providing billions in software and cloud services to US agencies, including the Defense Department, Microsoft's security practices have drawn particular attention. The government's Cyber Safety Review Board recently concluded that Microsoft's security culture "requires an overhaul" given the company's role in the technology infrastructure ecosystem. This feature is enabled by default, meaning data from Word and Excel files may be used in AI development unless users manually opt-out. As a default option, this setting raises security concerns, especially from businesses and government workers relying on Microsoft Office for proprietary work. The feature allows documents such as articles, government data, and other confidential files to be included in AI training, creating ethical and legal challenges regarding consent and intellectual property.

Disabling the feature requires going to: File > Options > Trust Center > Trust Center Settings > Privacy Options > Privacy Settings > Optional Connected Experiences, and unchecking the box. Even with an unnecessary long opt-out steps, the European Union's GPDR agreement, which Microsoft complies with, requires all settings to be opt-in rather than opt-out by default. This directly contradicts EU GDPR laws, which could prompt an investigation from the EU. Microsoft has yet to confirm whether user content is actively being used to train its AI models. However, its Services Agreement includes a clause granting the company a "worldwide and royalty-free intellectual property license" to use user-generated content for purposes such as improving Microsoft products. The controversy raised from this is not new, especially where more companies leverage user data for AI development, often without explicit consent.

The European Commission has preliminarily concluded that Microsoft breached EU antitrust rules by tying its Teams communication product to Office 365 and Microsoft 365 productivity suites. The Commission considers Microsoft dominant in the global SaaS productivity applications market and is concerned that since at least April 2019, the company has been unfairly promoting Teams by bundling it with core productivity applications.

This practice allegedly restricts competition in the communication and collaboration products market, prevents customers from choosing whether to acquire Teams, and may limit interoperability with competitors' products. The Commission fears this could hinder innovation and harm customers in the European Economic Area, potentially violating Article 102 of the TFEU, which prohibits abuse of a dominant position.

Chinese e-commerce and cloud giant Alibaba announced its plans to launch a server-grade RISC-V processor later this year, and it showcased a RISC-V-powered laptop running an open-source operating system. The announcements were made by Alibaba's research division, the Damo Academy, at the recent Xuantie RISC-V Ecological Conference in Shenzhen. The upcoming server-class processor called the Xuantie C930, is expected to be launched by the end of 2024. While specific details about the chip have not been disclosed, it is anticipated to cater to AI and server workloads. This development is part of Alibaba's ongoing efforts to expand its RISC-V portfolio and reduce reliance on foreign chip technologies amidst US export restrictions. To complement the C930, Alibaba is also preparing a Xuantie 907 matrix processing unit for AI, which could be an IP block inside an SoC like the C930 or an SoC of its own.

In addition to the C930, Alibaba showcased the RuyiBOOK, a laptop powered by the company's existing T-Head C910 processor. The C910, previously designed for edge servers, AI, and telecommunications applications, has been adapted for use in laptops. Strangely, the RuyiBOOK laptop runs on the openEuler operating system, an open-source version of Huawei's EulerOS, which is based on Red Hat Linux. Today, Microsoft launched Copilot Pro, bringing its AI-powered productivity features to mainstream consumers. Available as a $20 per month add-on to Microsoft 365 Personal or Home subscriptions, Copilot Pro injects AI directly into Office apps to help users write faster and work smarter. However, it brings previously business-only AI capabilities like PowerPoint generation to mainstream users. Microsoft's Divya Kumar, global head of marketing for search and AI at Microsoft, stated in a discussion for The Verge that Copilot Pro will continue to expand over time: "Given that pattern we've been in, that rolling thunder, you can expect we're going to do the exact same thing for Copilot Pro." The U.S. Patent Office tribunal has ruled in favor of Intel Corp in a significant $2.2 billion case against VLSI Technology LLC. Intel's bid to nullify a patent that constituted $1.5 billion of a $2.18 billion verdict it previously lost to VLSI in 2021 was accepted. The Patent Trial and Appeal Board invalidated the computer chip-related patent and another VLSI patent, accounting for the rest of the Texas federal court verdict. An Intel spokesperson expressed their satisfaction with the decision, criticizing the invalidated VLSI patents as "low-quality."

VLSI, the company holding the patent that has filed several infringement lawsuits against Intel, retains the option to appeal both decisions to the U.S. Court of Appeals for the Federal Circuit. In a separate case last year, VLSI secured a verdict worth $949 million against Intel in Texas. VLSI is a subsidiary of Fortress Investment Group, which is managed by investment funds from SoftBank Group. The patent board proceeding was initiated by South Dakota-based Patent Quality Assurance LLC, while another patent from the $2.18 billion verdict was contested by OpenSky Industries LLC. With the rise of generative artificial intelligence (AI) and other AI tools, the new models pose a threat to workers around the globe. Today, as reported by Bloomberg News, we find out that International Business Machines, or IBM shortly, is planning to replace thousands of jobs using automation and AI technology. As the report suggests, IBM's Chief Executive Officer Arvind Krishna is expecting to pause the hiring for roles AI could replace in the coming years. The main department that will see a job cut is the non-customer-facing roles like the back office. There are 26,000 people at IBM working in the back office, and CEO noted that "I could easily see 30% of that getting replaced by AI and automation over a five-year period."

This translates to roughly 7,800 jobs impacted by AI over the next five years. The CEO also added that departments such as human resources would see a hiring slowdown or even suspension of hiring further. IBM has 260,000 employees, and the company continues to look for engineering and customer-facing roles.

Personal computers (PCs) based on Arm architecture will grow in popularity and their market share will almost double from 14% now to 25% by 2027, according to Counterpoint Research's latest projections. The ability of Arm-based hardware to run Mac OS has allowed Apple to capture 90% of the Arm-based notebook computer market. However, the full support of Windows and Office365 and the speed of native Arm-based app adoption are also critical factors in determining the Arm SoC penetration rate in PCs. Once these factors are addressed, Arm-based PCs will become a viable option for both daily users and businesses.

As more existing PC OEMs/ODMs and smartphone manufacturers enter the market, they will bring their expertise in Arm-based hardware and software, which will further boost the popularity of Arm-based PCs. NVIDIA's presence in high-performance computing has steadily increased, with various workloads benefiting from the company's AI and HPC accelerator GPUs. One of the important markets for the company is China, and export regulations are about to complicate NVIDIA's business dealing with the country. NVIDIA's major partners in the Asia Pacific region are Inspur and Huawei, which make servers powered by A100 and H100 GPU solutions. Amid the latest Biden Administration complications, the US is considering limiting more export of US-designed goods to Chinese entities. Back in 2019, the US blacklisted Huawei and restricted the sales of the latest GPU hardware to the company. Last week, the Biden Administration also blacklisted Inspur, the world's third-largest server maker.

As we work forward, we will probably be working with other partners, for them to stand-up compute within the Asia-Pac region or even other parts of the world. But again, our most important focus is focusing on the law and making sure that we follow export controls very closely. So in this case, we will look in terms of other partners to help us." Record quarterly net bookings in Q2 of €8.5 billion. ASML expects Q3 2022 net sales between €5.1 billion and €5.4 billion and a gross margin between 49% and 50%. Expected sales growth for the full year of around 10%.

The value of fast shipments*in 2022 leading to delayed revenue recognition into 2023 is expected to increase from around €1 billion to around €2.8 billion.

Arm announced today that its board of directors has appointed 35-year semiconductor industry leader Rene Haas as chief executive officer and member of the board of directors, effective immediately. Mr. Haas succeeds Simon Segars, who has stepped down as chief executive officer and member of the board of directors after 30 years with the company. In the near-term, Mr. Segars will support the leadership transition in an advisory role for Arm.
